Sometimes. First, when you consider a good or a very good superior, she should have no leavings in her team. It doesn’t exactly work that way. Second, it’s quite usual situation when it’s rather organization which makes you quit, not any particular person (although it’s debatable if the way the company is organized can be attributed to your bosses).
Of course more people quit poor bosses than good ones, that’s true.
